Correct, it is expected that these additional scroll bars will show up when your screen resolution or zoom level causes the report/visualization to require scrolling. Sometimes, as a result of that, and depending again on the screen resolution/size, this scrollbar may partly obscure some of the data.
As mentioned before, the best solution is to ensure that the end-users have their system settings configured so that scrollbars will not be displayed unless the user scrolls or mouses over them. This will depend on OS/browser, but it is usually achieved via something like: System preferences -> General -> Show scroll bars -> “When scrolling” or “defaults”.
