How do I get the TOP/Bottom filter to push down to the dashboard? I can't see to get it to do this.

Hi Doug, can you please try and put the report on a dashboard that doesn’t have any existing filters on it? My thinking is that the date filter in your report might be conflicting with your date dashboard filters

Check in widget configuration which date dataset is selected for application of date range filter from dashboard. Is it Case opened?

My guess is that it actually might be working. Just with the filters currently applied on the dashboard, a lot of topics have just one interaction and value 1 got to the Top 10. And I assume the Top X filter is working with RANK logic - that is repeat all the values if there is a tie, even if the total number of values goes over 10.
