Your understanding is correct: in GoodData Cloud, saved views (dashboard "views") are set at the individual user level and are not visible or shareable with other users. Each user’s saved views are private to them, even on shared dashboards. There is currently no functionality that allows admins (or any user) to set a saved view that is visible or default for all viewers of a dashboard.
