We import Highcharts as a library into gooddata.ui. Is it considered to be within the scope of GoodData or will that be considered as a breach of their license?

We import Highcharts as a library into gooddata.ui. Is it still considered to be within the scope of GoodData or will that be considered as a breach of their license?  Does GoodData have like a OEM license for Highcharts?

and do we have similar options available for other charting libraries supported by GoodData like D3, amCharts etc?

You do not need a license, as long as you are our customer and use Highcharts within the scope of our product. GD.UI can be used at any pricing tier within GoodData.
